Negotiators from the United States, Ukraine and Europe held six hours of talks in Miami on Friday aimed at reaching agreement on a unified proposal to end the war in Ukraine, a person familiar with the discussions said, according to Reuters.
The objective is to agree on a single proposal in the coming weeks so it can then be presented to Russia in an attempt to secure a breakthrough before the winter, the person said, speaking on condition of anonymity.
The talks took place on the same day that United States President Donald Trump said Russia had agreed to supply diesel to global markets in an effort to bring down fuel prices, while his administration lifted sanctions on Russian fuel that had been designed to deprive Moscow of revenues for the war.
The move drew criticism from US lawmakers and from Ukrainian President Volodymyr Zelenskiy, who said in a statement that the money would flow toward the war against Ukraine. He added that he believed his negotiating team was being used as a smokescreen, and that this was not fair.
Russian President Vladimir Putin, speaking after a call with Trump, said an immediate resumption of peace talks was unlikely, citing Ukrainian drone attacks on Moscow.
The Miami discussions included US envoys Steve Witkoff and Jared Kushner, a Ukrainian delegation, and representatives from Europe and NATO. The negotiators took up a wide list of subjects, including a post-war package for Ukraine that would involve security guarantees from the United States and Europe, the person said.
A post-war economic plan for Ukraine and a pathway for Kyiv to join the European Union were also discussed. On the sensitive question of territory, the delegations considered what the person described only as “some ideas”, declining to elaborate.
Ukraine has insisted that Russia give up territory seized during the conflict, while President Trump has said both sides will need to compromise. The delegations also discussed a Europe-Russia security architecture intended to set the stage for peaceful years ahead, though no details were provided. Friday’s Miami session marks one of the most concerted diplomatic pushes in recent months to end the conflict, which began with Russia’s full-scale invasion of Ukraine in February 2022 and has continued for more than four and a half years.
