    Jammu and Kashmir: Lieutenant Governor orders transfer of 100 senior police officers

    Srinagar: In one of the largest recent reshuffles in the Jammu and Kashmir police, Lieutenant Governor Manoj Sinha on Friday ordered the transfer of 100 senior police officers with immediate effect, including the chiefs of several district police units.

    According to officials, Government Order No. 499-Home of 2026, dated October 9 and issued by the Home Department, covers 28 Indian Police Service (IPS) officers, while the remaining officers belong to the Jammu and Kashmir Police Service (JKPS).

    Several key field formations have received new heads under the order. The districts of Ganderbal, Kupwara, Bandipora, Ramban and Poonch have got new chiefs, and so have the police districts of Sopore, Handwara and Awantipora.

    Among the top-level changes, Danesh Rana, a 1996-cadre IPS officer who was awaiting posting, has been appointed Managing Director of the J&K Police Housing Corporation, relieving J.M. Gillani of the additional charge. Garib Dass, IPS, who was serving as director of the Sher-e-Kashmir Police Academy (SKPA) in Udhampur, has been posted as head of Home Guards, Civil Defence and the State Disaster Response Force (SDRF).

    Dr Mohd Haseeb Mughal, IPS, will take over as the new director of SKPA Udhampur, while Abdul Jabbar, IPS, has been appointed Inspector General of Police, Armed Police, Jammu. Shahid Mehraj Rather, IPS, has been posted as Inspector General of Police, Technical Services, J&K, and Rayees Mohammad Bhat, IPS, has been posted as Deputy Inspector General of Police at the CID Headquarters, J&K.

    Further changes at the DIG level include Swarn Singh Kotwal as the new DIG of the Udhampur-Reasi Range, Shiv Kumar Sharma as DIG Railways, and Zahid Naseem Manhas as DIG Armed Police, Jammu.

    At the city and district level, Aijaz Ahmad Bhat, who was SSP Traffic in Srinagar city, has been shifted as Commandant of the 23rd J&K Armed Police IR battalion, while Bisma Qazi has been posted as the new SSP Traffic of Srinagar city. Sudhanshu Dhama has been posted as SSP Kupwara, and Harshal Rajesh Mahajan as Additional Superintendent of Police, Ganderbal.

    The order also brings changes to the Railways Police and the Security Wing. Officials said the reshuffle also involves key positions in the Police Housing Corporation, Home Guards, Civil Defence, SDRF, CID, Traffic, Railways and district police units across both divisions.

    Officials described the rejig as part of routine administrative rotation aimed at strengthening law and order management across the Union Territory, noting that large-scale transfers of this kind have taken place periodically to address operational requirements.

    Jammu-Srinagar Highway: Two-Way Traffic Allowed Today, Advisory Issued

    Srinagar: The Traffic Police Headquarters J&K has issued the traffic plan and advisory for October 5, 2026, allowing both-way movement of light and heavy vehicles on the Jammu-Srinagar national highway subject to fair weather and road conditions.

    On NH-44, LMVs, passenger and private cars and HMVs (goods carriers) will be allowed from both sides, from Jammu towards Srinagar and vice versa. Commuters have been advised to follow lane discipline, avoid unnecessary halts and avoid overtaking. Security forces convoys will also move from both sides after confirming the road status from TCU Ramban.

    The advisory notes that from October 3 to October 4, very slow traffic movement was observed on NH-44 due to single-lane traffic at certain sections in Ramban, the breakdown of four vehicles between Ramban and Banihal, and the movement of seven nomadic herds. The single-lane stretch from Mager to Khooni Nallah is likely to slow traffic due to ongoing road work.

    Oil tankers and other routes

    Movement of oil and gas tankers loaded with inflammable material will remain restricted during daytime between 7 am and 7 pm in view of widening work on the Digdol-Khooni Nallah axis; tankers will be allowed beyond Chenani only after 5 pm and up to 6 am.

    On the Kishtwar-Sinthan-Anantnag road (NH-244), LMVs and private cars will ply from both sides between 8 am and 4 pm, from Pampore towards Anantnag and from Daksum towards Kishtwar. On the Srinagar-Sonamarg-Gumri road, LMVs will move from both sides after a green signal from the road maintenance agency up to 3 pm, while HMVs will be allowed from Minimarg towards Srinagar between 5 pm and 5:15 pm. Motorists have been advised to carry anti-skid chains.

    On Mughal Road (NH-701A), vehicles meeting the prescribed criteria will ply from both sides between 7 am and 6 pm, from Chandimarg (Buffliaz) towards Shopian and from Herapora (Shopian) towards Poonch.

    Commuters have been advised to undertake journeys only after confirming the road status from the Traffic Control Units: Jammu 0191-2459048, Srinagar 0194-2450022, Ramban 9419993745 and Udhampur 0199227025.
