    اسلام آباد: پاکستان پیپلز پارٹی کے چیئرمین بلاول بھٹو زرداری اور وزیر اعظم کے مشیر برائے سیاسی امور رانا ثناءاللہ کو جوڈیشل کمیشن آف پاکستان (جے سی پی) کا رکن مقرر کر دیا گیا ہے۔ یہ تقرریاں کمیشن کی تشکیل نو کے بعد خزانہ بینچز کی نشستوں پر عمل میں آئی ہیں، پاکستان ٹوڈے کی رپورٹ کے مطابق۔

    رپورٹ میں بتایا گیا کہ یہ نوٹیفکیشن چیف جسٹس آف پاکستان کی منظوری سے جاری کیا گیا ہے، جو کمیشن کے سربراہ بھی ہیں۔ تقرریاں آئین کے آرٹیکل 175 اے (2) (vii) کے تحت کی گئیں، اور نوٹیفکیشن کے مطابق نامزدگیاں سینیٹ اور قومی اسمبلی میں ایوان کے رہنماؤں نے کیں۔

    خالی نشستوں پر تقرری

    جوڈیشل کمیشن کی یہ نشستیں اس وقت خالی ہوئی تھیں جب سینئر وکیل فاروق ایچ نائیک اور پاکستان مسلم لیگ (ن) کے رکن قومی اسمبلی شیخ آفتاب احمد نے ذاتی وجوہات کا حوالہ دے کر کمیشن سے استعفیٰ دے دیا تھا، پاکستان ٹوڈے نے رپورٹ کیا۔

    نئی ترتیب کے تحت قومی اسمبلی کی نشست پاکستان پیپلز پارٹی کو مل گئی ہے، جبکہ سینیٹ کی نمائندگی پاکستان مسلم لیگ (ن) کے حصے میں آئی ہے۔ یوں خزانہ بینچز سے دونوں اتحادی جماعتوں کو کمیشن میں نمائندگی حاصل ہو گئی ہے۔

    جوڈیشل کمیشن کا کردار

    جوڈیشل کمیشن آف پاکستان آئین کے تحت قائم وہ ادارہ ہے جو اعلیٰ عدلیہ کے ججوں کی تقرری کے عمل میں مرکزی کردار ادا کرتا ہے۔ کمیشن کے سربراہ چیف جسٹس آف پاکستان ہوتے ہیں، اور اس میں عدلیہ، وکلا اور پارلیمنٹ کے نمائندے شامل ہوتے ہیں۔

    ISLAMABAD: The federal government on Wednesday increased the price of petrol by Rs2.31 per litre and high-speed diesel (HSD) by Re0.78 per litre, following changes in international oil prices. The revised prices will remain effective for October 9, according to a notification issued by the Petroleum Division.

    After the latest revision, petrol will be available at Rs398.96 per litre, while the price of HSD has been fixed at Rs395.72 per litre, officials said.

    The change comes as the government shifts toward a daily fuel price review mechanism. The Oil and Gas Regulatory Authority (Ogra) has begun publishing daily petroleum prices on its website to improve transparency and allow changes in international oil prices to be passed on to consumers more quickly.

    Petroleum Minister Ali Pervaiz Malik said the daily prices are based on a seven-day average of international market prices, in line with international practice.

    The price revision also brought inflation into focus. On the same day, the National Price Monitoring Committee (NPMC), chaired by Planning and Development Minister Ahsan Iqbal, reviewed wholesale-retail price gaps and the prices of essential commodities, directing the relevant authorities to monitor transport fares.

    An official announcement said the minister expressed concern over rising prices of essential commodities, particularly wheat flour, and directed provincial and district administrations to strengthen monitoring of supplies, market arrivals, hoarding, profiteering and unjustified price increases.

    Mr Iqbal directed the authorities concerned to compare current transport fares with fares prevailing after the previous fuel price increase to determine whether the increase in fuel prices had resulted in any disproportionate rise in fares.

    He also directed the Ministry of Food Security to examine why DAP fertiliser prices remained high in Pakistan despite a decline in international prices, stressing that the benefit of lower international prices should be reflected in the domestic market.

    The minister directed that the inspection and quality assessment report regarding ghee, edible oil and milk products be submitted within one week. He said that if the industry had proposed third-party validation, its cost should be borne by the industry and not the government. He asked provincial governments to closely monitor wholesale and retail prices and take enforcement action where unjustified gaps existed, particularly in major markets including Lahore and Karachi, while also calling for close monitoring of supply chains and distribution costs to prevent disproportionate pass-through of fuel price increases to essential food prices.

    The Pakistan Medical and Dental Council (PMDC) has rescheduled the National Registration Examination (NRE) Step-I for foreign medical graduates, pushing the test back by nearly a month from October 11 to November 8.

    According to a PMDC notification dated October 5, the change was made due to “unavoidable circumstances”. A senior PMDC official told a national newspaper that the decision was linked to the prevailing political situation and possible road closures, and said the council would be guided by how the situation develops in the coming weeks.

    Background to the decision

    The rescheduling comes in the wake of the Pakistan Tehreek-e-Insaf’s long march from Khyber Pakhtunkhwa towards Islamabad, which began on October 4 despite warnings from the federal government against the move. Authorities in the capital have imposed traffic restrictions and heightened security arrangements along key routes in recent days, according to media reports.

    PMDC officials said the revised schedule was issued to avoid inconvenience to candidates who would otherwise have to travel to examination centres across the country, including Rawalpindi, at a time when road closures and security measures could disrupt movement. The council has advised candidates to monitor its official announcements for any further updates on the examination timetable.

    What the NRE is

    The National Registration Examination is a mandatory requirement under an Act of Parliament, introduced to ensure transparency, standardisation and quality in medical and dental education and professional practice in Pakistan. The National University of Medical Sciences in Rawalpindi is entrusted with conducting the examination to ensure what the council describes as credibility, integrity and transparency in the process.

    The examination is conducted in two steps at least twice a year, in accordance with the approved NRE standards, structure and syllabus, which the council says are at par with medicine and dentistry curricula in Pakistan. Foreign medical graduates who earned their degrees in languages other than English are required to clear both steps of the examination before they can begin a house job and obtain a licence to practise medicine or dentistry in the country.

    Thousands of foreign graduates appear for the examination each year, and any shift in the schedule has a direct effect on their career timelines, including house-job placements and licensing. The council has not announced any change to the rest of the examination calendar, and candidates have been advised to prepare according to the revised November 8 date for Step-I.

    ISLAMABAD: Pakistan on Monday unveiled the National Housing Policy 2025, the country’s first national housing policy update in nearly 25 years, as officials acknowledged a staggering shortage of approximately 13 million housing units. The launch ceremony was held at the National University of Science and Technology (Nust), where Federal Minister for Housing and Works Mian Riaz Hussain Pirzada formally unveiled the policy draft.

    The policy was prepared by the Ministry of Housing and Works in collaboration with UN-Habitat Pakistan, and its launch coincided with World Habitat Day 2026, observed globally on October 5 under the theme ‘Adequate Housing for All’. According to the housing ministry, the policy reaffirms the national commitment to adequate, affordable and sustainable housing for all, providing an updated framework to respond to Pakistan’s evolving housing and urban development needs.

    Addressing the ceremony, Housing Minister Pirzada stressed the importance of translating the policy into tangible results. He said its objectives included increasing the supply of affordable housing, enhancing land tenure security, expanding access to housing finance and upgrading informal settlements.

    Federal Minister for Climate Change and Environmental Coordination Dr Musadik Masood Malik said the country needed around 500,000 houses annually but only about 300,000 were being built, adding that around 10 to 12.5 million people were currently living without adequate shelter. He said the policy had been framed to address the shortage of housing finance, noting that banks provided only a small proportion of the financing required for house purchases in Pakistan.

    Under the ‘Apna Ghar’ financing scheme, he said, an applicant would contribute 10 per cent of the cost while banks would provide 90 per cent financing at a fixed rate of 5 per cent for 10 years. According to the minister, a loan of Rs2.5 million would carry a monthly instalment of around Rs16,500, while a Rs5 million loan would entail an instalment of around Rs30,000 to Rs31,000. ‘The idea is that if you are paying Rs16,000 to Rs30,000 in rent throughout your life, you should now be able to use that amount to own your own house,’ he said.

    The minister said the policy also aimed to protect low-income settlements, particularly those where families had lived for generations, from demolition. He described the government’s new housing finance policy as comparatively more supportive than similar initiatives in neighbouring countries, with up to 90 per cent financing support significantly improving access to home ownership for low- and middle-income groups.

    Pirzada also highlighted the Wazir-i-Azam Apna Ghar Programme, the prime minister’s flagship initiative, under which Rs65 billion had so far been disbursed to first-time home buyers across the country. He said the prime minister was personally monitoring its implementation as a key part of the policy’s action plan.

    Speaking on ‘Adequate Housing for All — From Global Commitment to National Action’, UN-Habitat Pakistan’s Country Programme Manager Waqar Syed said adequate housing was more than a roof over one’s head. He said it was a foundation for dignity, opportunity and resilient communities, adding that UN-Habitat remained committed to supporting the government in strengthening institutions and advancing housing solutions that leave no one behind.

    دفتر خارجہ پاکستان کی جانب سے جاری مشترکہ اعلامیے کے مطابق تینوں ممالک نے منظور شدہ انتظامات اور اپنی قومی قانون سازی کے مطابق یہ اقدامات اٹھانے کا فیصلہ کیا ہے، جن کا مقصد فوجی تیاری، انضمام اور مشترکہ دفاعی صلاحیت کو بہتر بنانا ہے۔

    اجلاس میں پاکستان کی نمائندگی نائب وزیراعظم و وزیر خارجہ اسحاق ڈار، وزیر دفاع خواجہ آصف اور چیف آف آرمی اسٹاف و چیف آف ڈیفنس فورسز فیلڈ مارشل عاصم منیر نے کی۔ ترکیہ کے وفد میں وزیر خارجہ حاکان فیدان، وزیر دفاع یشار گیولر اور چیف آف جنرل اسٹاف جنرل سلجوق بائرکتار اوغلو شامل تھے۔

    مقدس مقامات کے خلاف حملوں کی مذمت

    مشترکہ اعلامیے میں کہا گیا کہ اجلاس کا مقصد سعودی عرب کے خلاف سیکیورٹی کی صورتحال کا جائزہ لینا تھا۔ تینوں ممالک نے مکہ مکرمہ اور مدینہ منورہ کو نشانہ بنانے کی کوششوں اور مملکت کے شہروں اور شہری و معاشی تنصیبات پر جاری حملوں کی شدید مذمت کی۔

    سعودی وزیر دفاع شہزادہ خالد بن سلمان نے کہا کہ کمیٹی نے حملوں اور ان کے ذمہ داروں کے خلاف اجتماعی روک تھام کے اقدامات کو فعال کرنے پر اتفاق کیا ہے۔

    اتحاد کے ادارہ جاتی ڈھانچے کی مضبوطی

    اجلاس میں اتحاد کے ادارہ جاتی ڈھانچے کو مضبوط کرنے کے عزم کا بھی اعادہ کیا گیا۔ اجلاس نے لیفٹیننٹ جنرل نعمان محمود (ریٹائرڈ) کی مکہ الائنس فار ڈیفنس کے پہلے سیکرٹری جنرل کی حیثیت سے نامزدگی کی توثیق کی۔

    دفتر خارجہ کے مطابق کمیٹی نے کہا کہ مکہ الائنس فار ڈیفنس اجتماعی دفاع کے پختہ عزم اور خطرات کے مقابلے میں متحد موقف کی نمائندگی کرتا ہے، اور تینوں ممالک میں سے کسی ایک کی سلامتی کو اجتماعی سلامتی کا جزو قرار دیا۔

    یہ سہ فریقی دفاعی معاہدہ اگست میں دستخط ہوا تھا اور اس میں کہا گیا ہے کہ کسی ایک فریق پر مسلح حملہ سب پر حملہ تصور ہوگا۔ اجلاس حوثیوں کی جانب سے سعودی عرب پر بڑھتے ہوئے حملوں کے پس منظر میں ہوا۔

    پاکستان ٹوڈے کی رپورٹ کے مطابق وفاقی حکومت نے مذاکرات ناکام ہونے کے چند گھنٹے بعد خیبر پختونخوا کی پی ٹی آئی حکومت پر عسکریت پسندی کا مقابلہ کرنے میں ناکامی کا الزام لگایا۔ وزیر اطلاعات عطا اللہ تارڑ نے سوشل میڈیا پر پی ٹی آئی کے سیکرٹری جنرل سلمان اکرم راجہ کے جواب میں کہا کہ دہشت گردی کے بارے میں ان کا بیانیہ دہشت گردوں کے حق میں ہے۔

    سلمان اکرم راجہ نے کہا تھا کہ مذاکرات کے دوران اپوزیشن نے اصرار کیا کہ خیبر پختونخوا میں انسداد دہشت گردی کے اقدامات پر وفاقی اور صوبائی حکومتوں کے درمیان اتفاق ہونا چاہیے اور صوبائی اسمبلی میں نمائندگی رکھنے والی سیاسی جماعتوں سے مشاورت کی جانی چاہیے، جبکہ شہریوں کے جانی نقصان اور نقل مکانی سے گریز کیا جائے۔ ان کا کہنا تھا کہ دہشت گردی کے خلاف ان کی پالیسی میں صفر برداشت ہے اور دہشت گردی کے خاتمے کے لیے پرعزم ہیں۔

    خیبر پختونخوا میں حملوں میں اضافہ

    رپورٹ کے مطابق وفاقی حکومت نیشنل ایکشن پلان پر عمل درآمد پر زور دے رہی ہے جبکہ پی ٹی آئی کی صوبائی انتظامیہ بڑے پیمانے پر فوجی آپریشنز کی مخالفت کرتی آئی ہے اور عسکریت پسندی سے نمٹنے کے لیے سیاسی مشاورت کی حمایت کرتی ہے۔

    سرکاری خبر رساں ادارے اے پی پی کے گزشتہ ہفتے جاری کردہ اعداد و شمار کے مطابق صوبے میں جنوری سے ستمبر 2026 کے دوران 680 عسکریت پسند حملے ریکارڈ کیے گئے، جو 2025 کے اسی عرصے کے 508 حملوں سے تقریباً 34 فیصد زیادہ ہیں۔ رواں سال کے پہلے چھ ماہ میں پولیس کی شہادتوں کی تعداد 63 سے بڑھ کر 122 ہو گئی۔ 18 ستمبر کو کوہاٹ کی اولڈ پولیس لائنز پر حملے میں 23 افراد شہید ہوئے تھے جن میں 17 پولیس اہلکار اور 6 شہری شامل تھے۔

    نیشنل ایکشن پلان دسمبر 2014 میں آرمی پبلک اسکول پشاور کے سانحے کے بعد ملک گیر انسداد دہشت گردی فریم ورک کے طور پر اپنایا گیا تھا۔ وفاقی حکومت اس پر عمل درآمد پر زور دیتی آئی ہے جبکہ صوبائی انتظامیہ کا موقف ہے کہ اس پر وفاق اور صوبے کے درمیان اتفاق رائے ضروری ہے۔

    ڈان کی رپورٹ کے مطابق اجلاس کی صدارت قومی اسمبلی کے اسپیکر ایاز صادق نے کی۔ اجلاس سہ پہر 5 بجے سے کچھ قبل شروع ہوا اور چار گھنٹے سے زائد جاری رہا۔ اجلاس کے آغاز پر اسپیکر نے امید ظاہر کی کہ مذاکرات اسی خوشگوار ماحول میں آگے بڑھیں گے جیسے جمعے کے روز پہلے دور میں تھے۔

    حکومتی وفد میں وزیر داخلہ محسن نقوی، وزیر مملکت برائے سرحدی امور امیر مقام، وزیر پارلیمانی امور طارق فضل چوہدری، وزیراعظم کے مشیر برائے سیاسی امور رانا ثنا اللہ اور وزیر مملکت برائے داخلہ طلال چوہدری شامل تھے۔ پیپلز پارٹی کی نمائندگی سینیٹر شیری رحمان، سید نوید قمر اور اعجاز حسین جاکھرانی نے کی۔

    اپوزیشن کے مطالبات

    اپوزیشن وفد میں سینیٹ میں قائد حزب اختلاف علامہ راجہ ناصر عباس، پی ٹی آئی کے چیئرمین بیرسٹر گوہر علی خان، چیف وہپ عامر ڈوگر، اسد قیصر، سیکرٹری جنرل سلمان اکرم راجہ اور حلیم عادل شیخ شامل تھے۔

    ذرائع کے مطابق پی ٹی آئی نے بانی چیئرمین عمران خان تک رسائی، سپریم کورٹ کے تشکیل کردہ میڈیکل بورڈ سے ان کے معائنے اور ان کے معتمد افراد سے ملاقات کی اجازت کا مطالبہ کیا۔ حکومت کا موقف تھا کہ پی ٹی آئی 4 اکتوبر کا لانگ مارچ غیر مشروط طور پر واپس لے، اور اسلام آباد کی جانب مارچ کی اجازت نہیں دی جائے گی۔

    رات گئے ڈان نیوز ٹی وی کی فوٹیج میں وزیر داخلہ محسن نقوی کو ہاتھ میں دستاویز لیے پارلیمنٹ ہاؤس سے روانہ ہوتے دیکھا گیا، میڈیا رپورٹس کے مطابق وہ ممکنہ طور پر صدر سے مشاورت کے لیے گئے تھے۔ ایک گھنٹے سے زائد بعد وہ پارلیمنٹ ہاؤس واپس آئے تاہم صحافیوں کے سوالات کا جواب نہ دیا۔

    اجلاس کے اختتام پر دونوں فریقین کی جانب سے میڈیا سے بات چیت سے گریز کیا گیا اور سرکاری طور پر مذاکرات کے نتائج کا اعلان نہیں کیا گیا۔ بعد ازاں اتوار کو مذاکرات کی ناکامی کی تصدیق ہو گئی اور دونوں جانب سے ایک دوسرے پر الزامات عائد کیے گئے۔

    According to Arab News, the Islamabad chief commissioner’s office wrote to the interior ministry on October 1, requesting that the provision of 3,000 Rangers personnel with command structure to the Islamabad police be extended from October 5 to October 15. The letter followed a request by the Islamabad police earlier the same day.

    An earlier police request, dated September 8, had sought 3,000 Rangers personnel from September 20 to October 5, citing the law and order situation in the Islamabad Capital Territory and the need to strengthen existing resources. The latest request keeps the paramilitary force deployed in the capital for another ten days beyond the previous period.

    Notification issued

    Dunya News reported that the federal government issued a notification on Saturday extending the deployment, with 3,000 personnel to remain deployed in the capital till October 15. Earlier, the deployment had been approved till October 5.

    The request comes as authorities maintain heightened security in and around the capital ahead of the PTI march, which left Khyber Pakhtunkhwa on Sunday. Shipping containers have been positioned to block key routes into the capital, while transporters have complained of disrupted freight movement.

    The government and opposition held a second round of negotiations at Parliament House on Saturday in an effort to defuse tensions, but the talks ended without a breakthrough.

    According to the documents seen by Arab News, the Islamabad chief commissioner’s October 1 letter stated that the provision of 3,000 Rangers personnel with command structure to the ICT police may be extended from October 5 to October 15, 2026. The letter was sent after the Islamabad police made the same request earlier that day.

    Officials said the extended deployment was aimed at assisting the capital police in maintaining law and order during a period of heightened political activity. Meanwhile, containers placed on key routes drew complaints from transporters over disrupted freight movement, highlighting the broader impact of the security measures on daily life in the capital.

    The federal government and the Pakistan Tehreek-e-Insaf traded blame on Sunday after hours-long negotiations failed to end the political deadlock, with both sides accusing each other of unwillingness to compromise.

    According to Dawn, Interior Minister Mohsin Naqvi said there had been no request from the PTI side for the long march to be postponed. He said the PTI had been given the option to hold a protest, but the government would not allow what he described as an attempt to create a disturbance in Islamabad. Naqvi warned that those supporting the PTI leader in violation of court orders would be committing contempt of court, adding that the government would take legal action “to every possible extent”.

    “We gave them this option. Now, if they violate the orders, whether they are workers or politicians, whether they are protesting within KP or outside KP, we will pursue them one by one,” Naqvi said, adding that the government wanted to ensure that “this repeated episode of creating a disturbance in Islamabad comes to an end”.

In a statement posted on his social media account, he said the nation would “hold the KP government accountable” for the martyrdom of civilians and military personnel.

    The PTI, for its part, has maintained that its march is a constitutional and political struggle, with its leadership saying the party wants court decisions regarding its founder implemented.
